Ahmad Faiz bin Razali

Head of Civil Litigation | Advocate & Solicitor

Ahmad Faiz Razali holds a Bachelor of Laws (LL.B) (Hons.) from Universiti Teknologi MARA (UiTM). He commenced his pupillage in 2015 with Messrs. Dennis, Nik & Wong before joining Messrs. S.N. Nair & Partners as a Legal Associate in 2016. In February 2017, he continued his practice with Messrs. Gan Ho & Razlan Hadri.


In May 2017, Ahmad Faiz entered the Judicial and Legal Service as a Federal Counsel, attached to the Civil Division of the Attorney General’s Chambers. During his tenure, he appeared independently in matters across all levels of the Malaysian courts, from the Magistrates’ Court to the Court of Appeal. His work encompassed defending decisions of public authorities and quasi-judicial bodies in judicial review proceedings, as well as representing the Government, its agencies, and officers in civil claims involving negligence, breach of statutory duty, and related matters. He was also actively involved in both initiating and defending contractual disputes on behalf of the Government, reflecting a strong foundation in complex civil litigation.


In 2018, he was assigned to the International Affairs Division of the Attorney General’s Chambers, where he advised on international trade and finance matters, with particular focus on ASEAN frameworks. His responsibilities included rendering legal opinions, vetting international instruments, and representing Malaysia in negotiations, including participation as a delegate in the ASEAN Protocol on Enhanced Dispute Settlement Mechanism.


From March 2019 to April 2022, Ahmad Faiz returned to the Civil Division, continuing to act for the Government in a wide range of civil litigation matters.


He was subsequently posted to the Ministry of Home Affairs from April to December 2022, where he advised on internal security and enforcement powers. His portfolio included preparing legal briefs for disciplinary proceedings involving senior enforcement officers, contributing to policy formulation, and drafting legislative amendments. Notably, he was involved in proposed reforms to key statutes and regulations, including the House to House and Street Collection Act 1945, the Prison Act 1995, the Lock-Up Rules 1943, the Prison Officer Association Rules 1956, and the Film Censorship Regulations 2022.


Between December 2022 and June 2023, he resumed his role in the Civil Division, representing the Government in civil claims involving negligence and breach of statutory duty. He also acted as Junior Counsel in a significant contractual dispute concerning a large-scale biometric project, with claims amounting to approximately RM86 million.


Following his departure from the Judicial and Legal Service in June 2023, Ahmad Faiz served as Legal Advisor to the PERKESO Rehabilitation Centre. He returned to private practice in May 2024 with Messrs. Esther Ong, Tengku Saiful & Sree.


On 12 June 2024, Ahmad Faiz joined Messrs. Mohamad Hanafiah Zakaria as Head of Civil Litigation, where he continues to lead and strengthen the firm’s civil disputes and advisory practice.
