Datuk Azian binti Mohd Aziz is a highly distinguished Malaysian legal practitioner with over 39 years of experience in the Judicial and Legal Service, specialising in legislative drafting, constitutional law, and high-level government legal advisory. She holds a Bachelor of Laws (Honours) degree from the University of Malaya (1987) and has dedicated her career to public service within the Attorney General’s Chambers of Malaysia and other key government institutions.
Her career culminated in her appointment as Parliamentary Draftsman from December 2020 until her retirement in June 2023. In this role, Datuk Azian was directly responsible for the drafting, review, and refinement of primary legislation, subsidiary legislation, and constitutional amendments of national significance. Her work required not only technical precision in legislative drafting but also a deep understanding of constitutional principles, public policy considerations, and administrative frameworks.
Datuk Azian has been extensively involved in the development of key legislative reforms in Malaysia. Notably, she contributed to the drafting of constitutional amendments relating to citizenship rights, including provisions affecting children born overseas to Malaysian mothers. She was also involved in the formulation of anti-party hopping laws, as well as legislative reforms relating to the abolition of mandatory death penalty sentencing. Her role in preparing emergency ordinances during the Proclamation of Emergency in 2021 further demonstrates her ability to operate effectively in high-pressure, time-sensitive legislative environments.
Prior to her appointment as Parliamentary Draftsman, Datuk Azian held several senior positions within the Attorney General’s Chambers, including Head of the Advisory Division and Head of the International Affairs Division. These roles complemented her drafting expertise by providing her with a comprehensive perspective on the practical implementation and interpretation of laws across ministries and agencies. Her experience in advising on complex legal and policy matters has significantly informed her legislative drafting approach, ensuring that laws are not only legally sound but also operationally effective.
Throughout her career, she has been involved in the drafting and review of a wide range of legislation across sectors, including finance, transport, corporate regulation, land law, and Islamic family law. Her earlier contributions include work on amendments to the National Land Code, anti-money laundering legislation, Companies Act reforms, intellectual property laws, and various transport-related statutes. This breadth of exposure underscores her versatility and depth as a legislative drafter.
In addition to her drafting responsibilities, Datuk Azian has participated in international legal negotiations and represented Malaysia in regional and multilateral forums. Her involvement in bilateral projects such as the Malaysia–Singapore High Speed Rail (HSR) and Rapid Transit System (RTS) further reflects her capability to align domestic legal frameworks with international obligations and cross-border arrangements.
Her extensive governance experience, including board memberships in organisations such as Amanah Raya Berhad, Inland Revenue Board of Malaysia, and Khazanah Nasional Berhad, complements her drafting expertise by providing insight into regulatory compliance, risk management, and institutional governance.
Datuk Azian currently serves as a Member of the Board of Directors of Khazanah Nasional Berhad (since 2019) and Legal Advisor to the Policy Advisory Committee to the Prime Minister (PMAC) (since 2024), where she continues to contribute her expertise at the highest levels of national policy and governance.
Her recent public service contributions include her role as Member of the Taskforce on Government-Owned Entities Reform for the Advisory Committee to the Finance Minister (ACFIN) (2023–2024), as well as her earlier appointment as a Taskforce Member on the Special Taskforce on National Debt and Liability Management (2019–2020), reflecting her involvement in key fiscal and institutional reform initiatives.
Datuk Azian’s contributions to public service have been recognised through numerous awards, including multiple Excellent Service Awards and the conferment of the Panglima Jasa Negara (P.J.N.) in 2021 by His Majesty the Yang di-Pertuan Agong.
